Promotions, Recruitment Waivers + Exceptions
Internal Promotions
Providing for Internal Promotions
To provide career development opportunities for its employees and fulfill its affirmative action and equal opportunity commitment, the University will give special consideration to qualified career employees who have been recommended for promotion into new or vacant positions within their divisions and as supported by their dean and/or divisional control point. These promotional opportunities will be provided as consistent with employee qualifications, achievement, development, and job performance.
Steps for requesting an internal promotion:
- Submit an online job description or job description update action to Compensation via Job Builder as appropriate.
- Prior to submitting your request, consult with Talent Acquisition.
- Upon approval of the position, submit the divisional hiring request form if applicable (See New Divisional Review Process for Filling Vacant Positions).
- Create a job opening for a direct hire in TAM. After the job opening has been saved and submitted in TAM, browse for your draft job opening (Note: Due to the run time of the Search Index, it may take up to one hour before the job opening will appear in "Browse Job Openings"). Use the "Activity & Attachments" tab to upload:
- The approved job description from Job Builder
- The approved divisional job opening request if applicable
- The completed Internal Promotion Policy Request Form, as supported by the dean and/or divisional control point
- The completed Skill Set Analysis Worksheet
- Have the candidate register in TAM and apply without selecting a job. Talent Acquisition will link the application to the job opening for the direct hire.
Following a review of the request by Human Resources and the Equal Opportunity & Discrimination Prevention Office, you will be informed that the request has been approved or denied. Any approved requests are then processed in TAM by Talent Acquisition.
Exemptions to Recruitment
Providing for Exemptions to Recruitment
PPSM 20.III.J. - Recruitment provides that recruitment is not required under certain circumstances.
Steps for requesting an exemption to recruitment in accordance with policy:
- Submit an online job description or job description update action to Compensation via Job Builder to bring the job duties up-to-date (Note: This initial job description update would not include a change of department code.)
- Consult with Talent Acquisition.
- Upon approval of the position, submit the divisional hiring request form if applicable (See New Divisional Review Process for Filling Vacant Positions).
- Submit the following to Talent Acquisition via HR ServiceNow>Talent Acquisition>Other Hiring Requests:
- The approved divisional job opening request if applicable
- An exemption to recruitment request to the Talent Acquisition Manager that references the applicable UC policy, documents the individual’s qualifications for the position, and states the proposed effective date and salary rate
If approved and if the exemption to recruitment involved a lateral transfer from one department to another, a job description update in Job Builder would need to be done in order to update the department code. In most cases, the update would be initiated by the assigned Compensation Analyst, since the department that would be receiving the position doesn't always have access to the job descriptions for the department the position is being moved out of.
Waivers of Recruitment
Providing for Waivers of Recruitment
A waiver of open recruitment for filling a vacant career position may be authorized by Human Resources based on special circumstances and in accordance with equal opportunity and affirmative action objectives. Special circumstances may include:
- Previous recruitment attempts did not result in identifying a qualified
candidate pool, and/or recruitment difficulties in attracting candidates with the
required skills, knowledge and abilities unique to the position have been
documented. - Unanticipated business requirements warrant filling the position on an
immediate basis and the time needed to conduct a search would have a
negative impact on meeting critical operational needs of the department or
would violate a formal contractual obligation of the University. - There are special appointment conditions, such as an organizational entity or
program moving to the location along with specified current employees. - The delay resulting from conducting a competitive recruitment would
endanger health and safety.
Steps for Requesting a Waiver of Open Recruitment
- Submit a new job description or job description update action to Compensation via Job Builder as appropriate.
- Prior to submitting your request, consult with Talent Acquisition.
- Upon classification and approval of the job description, submit the divisional hiring request form if applicable (See Divisional Review Process for Filling Vacant Positions).
- Create a job opening for a direct hire in TAM. After the job opening has been saved and submitted in TAM, browse for your draft job opening. Use the "Activity & Attachments" tab to upload:
- The approved Job Description from Job Builder
- The approved divisional hiring request form if applicable
- The completed a Waiver of Open Recruitment Request Form with the department and control point approvals
- Have the candidate register in TAM and apply without selecting a job. Talent Acquisition will link the application to the job opening for the direct hire.
- The waiver or recruitment request documentation and application materials are reviewed by the Director of .Talent Acquisition; the Associate Vice Chancellor of Human Resources; and the Director of Policy Compliance, Office of the Executive Vice Chancellor.
- If the waiver of recruitment request is approved, written notice of the completion of the waiver approval process or denial of the request will be forwarded to the department, and the job status and applicant status will be updated in TAM by Talent Acquisition accordingly.
