Human Resources Policies and Procedures are designed to inform employees about expectations and entitlements with regard to their employment.  HR Policies are guiding principles that express the institutional culture, goals, and philosophy. Policies promote consistency and operational efficiency, enhance the University‚Äôs mission and mitigate significant institutional risk. Procedures articulate the process and or a course of action for accomplishing policy goals.

Personnel Policy for Staff Members (PPSM)

Personnel Policies for Staff Members (PPSM) apply to policy-covered Professional and Support Staff, Managers and Senior Professionals, and Senior Management Group.  Personnel Policies for Staff Members provides overall governing policy at the systemwide level, i.e., PPSM applies to policy-covered staff at all UC locations.  UC Santa Barbara implements local procedures to supplement PPSM policies, when needed. In combination, these policies and procedures inform policy-covered employees about the expectations and entitlements with regard to their employment. Inquiries regarding PPSM policies can initially be made to Employee & Labor Relations.

Note:  Some of the staff positions at the University of California, based on job title classification, are organized into collective bargaining units that are exclusively represented by a union or employee organization.  Represented employees are covered by collective bargaining agreements, also known as union contracts, (link to UCOP LR page) and not PPSM.
