RE:      PPSM Policy Update- PPSM Policies 20, 21, 30, 12 and 14

I am writing with an update on changes to Personnel Policies for Staff Members (PPSM).  The University has completed the employee comment phase and has implemented revised PPSM Policies 20 (Recruitment and Promotion), 21 (Selection and Appointment) and 30 (Compensation). In addition, PPSM Policy 12 (Nondiscrimination in Employment) and Policy 14 (Affirmative Action) have been rescinded.

Both PPSM Policy 20 (Recruitment and Promotion) and Policy 21 (Selection and Appointment) have undergone a technical review in support of the University’s commitment to pay equity and in light of Assembly Bill 168.  Language was added into both policies stating that the University will not request or rely on applicant’s or candidate’s salary history in determining salary or whether to offer employment.  The University will also provide the pay scale for a position upon reasonable request by the applicant or candidate.  PPSM 21 (Selection and Appointment) was also updated to clarify that consideration of an applicant’s criminal history will be requested only after the University has made a conditional offer of employment to the candidate.

PPSM Policy 30 (Compensation) has undergone a full systemwide review and the policy has been updated with removal of the annual 25% salary increase limit language from Section III.B.4.  The revision was made in support of the University’s commitment to pay equity and in light of Assembly Bill 168.         

These three revised Policies (20, 21 and 30) are effective as of November 20, 2018 and are published online at https://policy.ucop.edu/manuals/personnel-policies-for-staff-members.html

PPSM Policy 12 (Nondiscrimination in Employment) and Policy 14 (Affirmative Action) have been rescinded, effective November 20, 2018 and will no longer be available online.  Both policies are no longer needed as their provision language has been incorporated into the systemwide Policy on Discrimination, Harassment, and Affirmative Action in the Workplace, available at:  https://policy.ucop.edu/doc/4000376/DiscHarassAffirmAction
