RE:      AB 119 - Employee Personal Cell Phone and Email Address

I am following up on our previous email, dated January 22, 2018, regarding changes in PPS employee data fields related to our new legal obligations pursuant to Assembly Bill 119.  AB 119 requires public employers, including the University of California, to give exclusive labor representatives access to newly-hired employees during new employee orientations and provide the unions with employee information that will facilitate access. 

As part of facilitating access to represented employees, AB-119 requires that public employers provide detailed employee information to the unions, including personal cell phone numbers and personal email addresses for represented employees.  As you know, we currently do not input this information into PPS, as there are no fields to capture it.   Systems programming updates are underway at UCOP to add these two new data fields to PPS and as soon as these fields are available, we will notify you and request that you add this information to PPS for all current and future employees. 

In the meantime, we are recommending that you add these two new fields, employee personal cell phone and email address, to your department’s internal employment/personnel data forms and begin collecting this information from new hires effective immediately. 

As a reminder, there should be no questions regarding disclosure of personal contact information to Employee Organizations (Unions) on your department’s hard copy or electronic versions of employment/personnel data forms for the following bargaining unit employees:  CX, DX, EX, HX, PA, RX, SX and TX.  Please check your forms to make any adjustments as necessary.
