RE:     Update on Systemwide PPSM 20 and Notice of Formal Review/Employee Comment for Local PPSM Policies 30, 62, 64 and 70.

I am writing to notify you that PPSM Policy 20 (Recruitment and Promotion) has undergone a full systemwide review and the revised Policy is now available online at:  http://policy.ucop.edu/doc/4010393/PPSM-20

I also want to inform you regarding proposed updates to our local Personnel Policies for Staff Members (PPSM) Policies 30 (Compensation), 62 (Corrective Action), 64 (Termination and Job Abandonment), and 70 (Complaint Resolution).  All four local policies were reviewed by Human Resources with the goal of effecting the following general changes:

(1)   Focus on local procedures rather than restate the systemwide PPSM Policies and eliminate repetitive content where unnecessary; and

(2)   Update information in our local implementing procedures to be consistent with changes to the systemwide PPSMs.

As with all such policy revisions, Human Resources invites policy-covered employees to comment on the proposed changes.  Please send comments to Farfalla Borah at Farfalla.Borah@hr.ucsb.edu by January 8, 2018.

To assist with review of the proposed changes, summaries of the specific changes to our local PPSM are listed below:

Local PPSM 30 Compensation

Revisions to systemwide PPSM 30 included new provisions regarding retroactive salary actions, annual salary increase limit, and administrative stipends. The revised policy combined PPSM 30-Salary, PPSM 31-Hours of Work, PPSM 32-Overtime, and PPSM 32-Shift and Weekend Differential into one policy.  The proposed updates to our local PPSM 30 remove content addressed in the systemwide policy, reorganize the procedures to align with formatting for other campus procedures, and replicate the systemwide approval authority matrix for salary actions under local authority.  The current policy is available for review at:  http://www.hr.ucsb.edu/policies/local-ppsm-policy-30-salary

 

Local PPSM 62 Corrective Action

Revisions to systemwide PPSM 62 provided definitions of terms and broader overview of purpose and intent of corrective action.  The proposed updates to our local PPSM 62 remove sections addressed in the systemwide policy and reorganize the procedures to align with formatting for other campus procedures.  The current policy is available for review at:

Local PPSM 64 Termination and Job Abandonment

Policy guidance for termination of professional and support staff (PSS) and managers and senior professionals (MSP) employees were previously separate policies and have now been combined into PPSM 64. Systemwide PPSM 64 includes a new section for job abandonment.  The proposed updates to our local PPSM 64 remove sections addressed in the systemwide policy and reorganize the procedures to align with formatting for other campus procedures.  The current policy is available for review at: https://www.hr.ucsb.edu/hr-policies-procedures

 

Local PPSM 70 Complaint Resolution

Revisions to systemwide PPSM 70 included new provisions, including the ability for the department or the employee to raise concerns about a possible conflict of interest on the part of the hearing officer or factfinder.  Systemwide policy revisions also updated the policy to align with Title IX’s sole jurisdiction to investigate complaints of sexual harassment or sexual violence. The proposed updates to our local PPSM 70 add procedural steps for conflict of interest challenges and update the procedural section related to Title IX and the Sexual Violence/Sexual Harassment Policy.  In addition, we are proposing to remove sections addressed in the systemwide policy and reorganize the procedures to align with formatting for other campus procedures.
