RE: Renewal of Phased Retirement Program
I am writing to update you on the University’s decision, following the employee comment phase, to renew the Phased Retirement Program. The Phased Retirement Program provides eligible career staff with the opportunity to transition into retirement by voluntarily reducing work hours by at least ten (10) percent a year for up to three (3) years before retiring. The Phased Retirement Program is part of the University’s cost savings and succession planning strategies, and will be in effect from January 1, 2015 through December 31, 2019.
The Phased Retirement Program is an optional tool that departments may choose to implement. Employees eligible to participate in the program are policy covered staff aged 55 or older, who also are active members of the University of California Retirement Plan with at least five (5) years of service credit, working in a career appointment at sixty (60) percent time or greater, and not members of the Senior Management Group.
For represented employees, participation in the Phased Retirement Program is subject to collective bargaining.

The University has provided flexibility in the design of the Phased Retirement Program in order to give departments latitude to implement it most effectively within the context of their mission, operational needs, service requirements, and budgets. When negotiating individual phased retirement work schedules with employees, it is important to evaluate departmental priorities and adjust workloads to ensure that functional objectives continue to be met.
